A Small Portion of West Central Los Angeles County in southwestern
California...

* Until 600 PM PDT.

* At 400 PM PDT, the public reported flooding from thunderstorms
with heavy rain across the warned area. Flash flooding is ongoing
or expected to begin shortly.

HAZARD...Flash flooding caused by thunderstorms.

SOURCE...Public reported flooding beginning.

IMPACT...Flash flooding of small creeks and streams, urban
areas, highways, streets and underpasses as well as
other poor drainage and low-lying areas. Rock slides
and mud slides will be possible.

* Some locations that will experience flash flooding include...
Northridge, Van Nuys, Granada Hills, Sylmar, Pacoima, Porter
Ranch, Panorama City, Arleta, San Fernando and North Hills.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be aware of your surroundings and do not drive on flooded roads.

I'm virgin in statistics and can't really grasp the sense of "twice as likely". Surely I'm not the only one. Cd be useful to translate this expression for simple minds like mine. As form of adaptation in clicom / scicom lingo.

What does this expression translate to in my life experience? It leaves a blank in my brain.
Also relates to what "protection yard stick" I would demand from my city council eg. in Chiva, and to how I could judge the sufficiency of their proposals.

Elected politician in these regions failed to warn the population on time.
The AEMET already warned authorities since Tuesday 28 of October but Valencia right-wing (PP) "climate skeptics" governor, Carlos Mazón, didn't trigger the warnings until 8:30 PM.
The population was already trapped by that time.
Many business still demanded employees to keep doing their job!

It has a bit more explanation on how it happened:
"The intense rain has been attributed to a phenomenon known as the gota fría, or “cold drop”, which occurs when cold air moves over the warm waters of the Mediterranean Sea. This creates atmospheric instability, causing warm, saturated air to rise rapidly, leading to the formation of towering cumulonimbus clouds in a matter of hours and dumping heavy rain across eastern parts of Spain.

Should have added that the Climate Crisis is fuelled by burning fossil fuels and also by the emissions from land use.
And that losing the natural carbon sinks as feedback to the climate stress makes emission cuts to zero all the more urgent. Lest even more of our emissions end up in the atmosphere when sinks no longer help us as they used to.
Like last year, when sinks only took up 23% of our annual emissions instead of the previous 50%.
