The unit issued EIGHT HUNDRED tickets in its first two months of operation. There is constant honking from 5am to 11pm at the nearby intersection, because even when drivers are told what to do by a signal, they still cannot figure out what to do.</p><p>Over the past two weeks in this small city, drivers in separate incidents have killed one elderly resident and sent one child to the hospital.
