So which is more rude?

A: asking someone in their own language if they speak English.
B: just speaking English to them without ascertaining if they speak English.

Every couple of days, my instance suggests me "Who to follow".

Some of the suggestions are actually pretty good, but that's not my point, here.

It's the phrase that irritates me.

I'd rather expect "Whom to follow".

Is it just me, or do other people feel the same (I'm not a native speaker, though)?
